Becta's functional specification for institution network design and
security is available at:

This document sets out Becta's vision for institutional networks and
associated services and applications. It sets out the vision primarily
from a functional stance providing a detailed view of what learners,
educators and administrators need to expect from the institution's
network and associated services and applications and what functions need
to be in place in order for these expectations to be met. This document
is supported by a technical specification. Both documents are currently
in draft form and we are collating comments from stakeholders, but they
should give you a steer as to the required functionality and design
criteria for school ICT.
