The top result of a google for Netops 
(http://www.disa.mil/main/prodsol/cs_netops.html) reads:

"NetOps is the operational construct that the Commander, US Strategic 
Command will use to operate and defend the Global Information Grid (GIG)."

I'm sure there will be a FOSS version of this at some point, but it 
might take a while. 8^)

Okay, that was a pretty silly way to ask for a little more background on 
  the netops software application, but it's Sunday afternoon, so-o....

Could you elaborate a bit on what that software is/was/does?
