     - Fix incorrect handling of some foreign-key corner cases.
     - Prevent "REINDEX" and "CLUSTER" from failing due to attempting to
       process temporary tables of other sessions.
     - Update the time zone database rules, particularly New Zealand's
       upcoming changes.
