This is that old workaround for #291641.
* rules: rework testsuite invocation:
- Add 'check' series of targets, and 'check-help' to remind one
of what they are
- Conditionalise javahl tests on ENABLE_JAVAHL
- Reorder the checks to put the core tests at the end; they are by far
the most time-consuming, and rarely fail anyway
- Only 'cat tests.log' if the core tests fail: the other testsuites
don't use that file anyway
