Request to delegate kernel-related packages to the kernel team

The delegation of approval privileges that the kernel team has is only
for upload approval for kernel packages:

Consequently the corresponding packageset should contain only kernels.
It is a mistake that some userspace packages have crept into there.
For upload privilege to kernel related but nevertheless userspace
packages, please apply to the DMB directly. We can create a different
packageset as needed.
This also helps to avoid raising the bar for the kernel packageset
itself, since demonstrated experience in managing userspace packages and
their different processes won't then be required when considering
applicants to the kernel packageset.
