cockpit{,-machines,-podman} PPU application

Hello all,

I would like to apply for PPU rights for the cockpit packages. I have uploaded
them myself for many years, but I recently let my ~u-core-dev membership
expire (deliberately).

I also asked some former desktop team colleagues for endorsements. Hopefully
this is a no-brainer, but of course I'm happy to answer any questions you might
have.

I added myself to https://wiki.ubuntu.com/DeveloperMembershipBoard/Agenda for
the May 26 meeting (the next available slot).
