Request to delegate linux-base to the kernel team

Hi,

linux-base provides kernel-specific bits and pieces and should really be
considered a kernel package. With Plucky and upcoming updates to
older series, the package now also provides Apport kernel links. Since the
list of supported kernels is a moving target we need to frequently update the
Apport links which would be much easier and more efficient if we had upload
rights for linux-base.

I therefore request for the linux-base package to be delegated to the kernel
team, i.e., added to the kernel packageset. This applies to all active
series, including ESM.
