Proposed addition of packages to raspi packageset

Hi

I propose including the following source packages to the raspberry
packageset (https://ubuntu-archive-team.ubuntu.com/packagesets/questing/raspi):

- rpicam-apps: https://launchpad.net/ubuntu/+source/rpicam-apps/
- raspi-utils: https://launchpad.net/ubuntu/+source/raspi-utils

These packages target the Raspberry Pi devices and fit the description
of the raspberry packageset.
