Server packageset update request

Hey Athos,

Sorry for the delay responding, I've added postgresql-16and php8.3 to 
the server set in noble now (the previous series of those packages where 
already in the set so it seems logical)

For ruby it seems that 3.0 and 3.1 were not in the server set so it's a 
request to add a new package to the set and not only a new serie. Since 
ubuntu-server is the owning team for that package in main I think it 
makes sense but I'm going to wait a bit to let other members ask 
questions/raise any potential concern.
