Defining rotating chairs for the DMB meetings

Hey there,

I think we had consensus in that discussion that defining the next chair 
and backup at the end of the meeting, similarly to what the TB is doing, 
makes sense. We got a bit stuck on fixed schedule vs define for next 
meeting but since a step is better than none I edited the agenda 
template to add
