I think you meant 12AM, ie. midnight?

Currently I could manage 1500 UTC. It collides with a regular daily
meeting for me but once every four weeks doesn't seem too bad and I can
probably manage to prioritise the DMB meeting when needed.

I may have a collision with a meeting every two weeks that currently
happens at 1400 UTC but may change (from a UTC perspective) when DST
takes effect in the US. In the worst case I would miss every early
meeting. But that's not certain and it might fall "out of phase" with
the DMB schedule, so perhaps it's best not to worry about that too much.

So, for me personally, I think switching to 1500 UTC is OK, unless the
above occurs.
