DMB Meeting hours revision

Hi folks,

As mentioned in yesterday's meeting, I'm wondering if we could change
the hours of time slots. My primary concern is not to force our
applicants to be in front of their computers in the middle of night.
That is what happened with Shengjing: his local time was 3AM at the
start of the meeting, and the alternate time would have been 12PM (which
is better, but still problematic).

In consequence, I would like to move the "early" slot from 16:00 UTC to
15:00 UTC.

Thoughts?
