Please add picom-conf to the Lubuntu packageset

picom-conf is a configuration tool for the Picom X compositor. It is 
intended to work with picom, which is seeded in Lubuntu. It is part of 
the Qtilities suite, which is closely related to LXQt. It was initially 
packaged by a Lubuntu developer and sponsored by another Lubuntu 
developer for the purposes of inclusion in Lubuntu. I would like for 
this package to be part of the Lubuntu packageset so that the Lubuntu 
development team can more easily provide updates for it.
