Server packageset update request

Hello,

I'd like to request the following additions to the noble server packageset:

postgresql-16
php8.3
ruby3.2

A while ago I compiled a list which included the needed removals, but
IIRC, the steps needed to remove packages from those are not as
straightforwrd or automation ends up re-adding those, so I ended up not
adding those to the list.

Also, back then I believe there were some ongoing work to improve the
packageset generation. I do not recall where that code lives though.
Could you provide pointers for that?
