Request to add new packages to kernel, kernel-dkms packagesets

I don't think the kernel packageset contained non-kernel packages
before, and its description doesn't suggest that it should contain
these. Can I suggest that we split these off into a separate packageset
instead?

The reason is that kernel packaging process is, AIUI, very different
from other packages. So somebody who is qualified to upload one set
isn't necessarily qualified to upload the other. Merging them into one
packageset would inadvertently raise the bar by requiring prospective
developers to demonstrate competence in both areas even if they only
need to upload in one area.

This would also keep us consistent against
https://wiki.ubuntu.com/DeveloperMembershipBoard/KnowledgeBase#Packagesets,
where it is the packageset description that defines the criteria to use
when deciding if a package should belong to a given packageset.
