PPU Application (s390-tools) by Frank Heimes

Hello,
at the today's DMB meeting I was asked by rbasak to reschedule, what I did
now.
I first of all rescheduled to 2024-09-02 and just in case it's possible to
handle two PPU applications in one DMB meeting, since I noticed that there
is already an entry from Alberto (even if I haven't noticed a note in the
ML yet).
In case it's not possible to handle two applications (I think the rule is
usually just one), please let me know and we need to rectify.
