update of PPU acl for Till Kamppeter

Sending an advisory email at Utkarsh's suggestion.

libcupsfilters and cups-browsed are source packages that are split out of
cups-filters, which Till has PPU rights on.

I am adding these packages to Till's PPU acl, since he has already been
approved to upload these contents, just under a different source package
name.
