Extension of PPU rights for printing and scanning: cpdb-libs, cpdb-backend-cups, cpdb-backend-file

Hey Till,
The DMB members agreed that your request makes sense, the package have
been added to your acl set now (for mantic since the packages were in
universe for previous series for which you already have upload rights)
$ ./edit-acl -S mantic -p till-kamppeter -s cpdb-libs add
