Request for pavucontrol-qt to be added to the Lubuntu packageset

Just the same kind of request as usual. pavucontrol-qt is a part of LXQt 
(https://github.com/lxqt/pavucontrol-qt), and is seeded in Lubuntu. It 
would be nice for Lubuntu Developers to be able to upload updates for it 
without the help of a MOTU.

It should be taken into account that this package is also seeded in 
Kubuntu.
