Add ubuntu-raspi-settings to PPU

The packageset description says "Packages specific to the support of the
Raspberry Pi devices on Ubuntu" and ubuntu-raspi-settings obviously
meets that definition, so:

$ edit-acl -P raspi -s ubuntu-raspi-settings -S noble add
Added:
ubuntu-raspi-settings

Done.
