Request for openbox to be added to the Lubuntu packageset

This is one of those areas that I think different DMB members may have
different opinions/methods on, and that's fine (and part of the
process).

To share my view though:

When we grant someone upload rights, that's when we consider the
applicant's previous uploads for suitability to grant permission to
upload to (eg.) a particular packageset.

A particular packageset has a particular intended purpose.

When we consider adding packages to a packageset, we only consider
whether the package fits the intended purpose, and not the previous
uploads to that package.

Your view may vary and that's fine! But on my basis, I'd say that
openbox sounds like it fits the Lubuntu packageset, so should be part of
it. It might be appropriate to consult with Ubuntu MATE though, since
they also seed that package. Suitability for any particular person to be
part of the uploading team for that packageset is in my view an
independent matter (and already resolved in Aaron's case).
