MOTU application: Frank Heimes (continuation)

I am a -1 on this right now.  I want to see more devel release contributions before I can give a +1 here.  More work in devel release will also serve to reinforce the concepts needed to be a developer as well.

This is not a permanent negative vote, this is for right now at this time.  I encourage Frank to continue contributions but focus a little more with the devel release to affirm knowledge of processes, etc.
