[ANN] Special meeting: 19 Sept 2022 2100 UTC

As agreed in the meeting today, we'll be holding a special meeting on 19
Sept 2022 at 2100 UTC to consider Joshua's application, as this was
necessary to find a mutually agreeable time.

Just mentioning this in a separate email to ensure that everyone on the
DMB notices. We did have 4 +1s on this time in the meeting so should be
quorate, but if you weren't there today and can also attend, then please
do - especially in case another member finds themselves unavailable at
the last minute.
