Proposal: reduce the maxmimum number of applicants per meeting

Please can we conclude this at today's meeting? It's been languishing
long enough, and I fear that if we don't take the opportunity of a quiet
time to get this resolved, we're just going to have the problem again
when we get the next set of applicants.
