Application for per-package upload rights for openvswitch and ovn packages

Apologies for not following up on this one sooner.

Let's start the vote for granting Frode Nordahl per-package upload
rights for packages of openvswitch and ovn.

My vote is +1, with a small footnote: please be sure to ask more
advanced archive-users whenever in doubt and double check all known
documentation before performing an upload. I felt that there were
still a few knowledge-holes regarding the development series part, so
my +1 is more of a conditional one, but I see good practices in the
applicant's work ethics. Remember about proposed-migration, about
respecting Ubuntu freezes and SRU policies!
