PPU right application for package opencpn

Thank you for applying!

There are some specific steps that need to be performed when applying
to PPU rights. Please see the following:

The key points here are using the developer application template in
your application, gathering endorsements from your past sponsors and
then signing up for one of the future DMB meetings via the agenda (and
indicating the date via e-mail to devel-permissions@ as well).
