OpenStack Package Set

An update for the openstack package set change:

If we consider the merge of the list we already had for the openstack
packageset with the list you provided, below you will find the new
(wanna be) openstack packageset. The items being prepended by "ok"
already existed in the openstack packageset.

I'm adding all delta (the ones without an ok) to the openstack
packageset in Groovy and Hirsute. I'll have to check some other
tooling if new automatic runs won't remove them from any other
packageset in dispute (because of seeds) and deal with exceptions, but
that is on me I guess.

These seem sensible, especially ceph, dpdk, libvirt, openvswitch,
qemu. As you said, they're not openstack upstream and many of them are
handled by our team (specially qemu, libvirt, dpdk) and @paelzer is
the one that usually uploads things. You can coordinate with him in
any need. IF you really think there is a need to add any of these
packages to the openstack packageset, then I would call for a
discussion in a DMB meeting.

For the other list you brought (with packages that moved from
ubuntu-server-dev to ubuntu-openstack-dev):

I have added all this list to the openstack packageset as well. Will
also have to check what packages from both lists I added will be
automatically removed from the automatic seed <-> pkgset
integration... and then add those as exceptions if it makes sense.

For now we're good, I'll get back to this for the exceptions.
