Add cloud-utils to ubuntu-cloud packageset

Hello DMB,

I recently went to upload cloud-utils and was surprised to find that my
ubuntu-cloud packageset membership doesn't give me the permissions to do
so.  cloud-utils is a dependency of cloud-init, and is used on every
cloud image boot to resize the root disk, so it seems like a natural
addition to me.

Could you please consider adding it to the ubuntu-cloud packageset?
