Request: Consider dissolution of packagesets for defunct flavor: edubuntu

Hello.

It was recently requested that we consider altering a packageset for
edubuntu to expand upload rights for a user to include a package or to
grant specific PPU rights for the user to the requested packages. [1]

It was stated in the same thread that because Edubuntu is defunct
specific PPU rights make more sense.

As a result of that statement, I would like to ask the DMB to add as an
item of consideration to dissolve and remove the `edubuntu` packageset
under the justification that it is a defunct flavor and no longer needs
to have its dev team have upload rights for the packageset.

If the DMB approves the dissolution of the packageset, individuals who
still need to exercise upload rights to the packages listed in the
packageset should file PPU applications for the specific packages they
need upload rights to.
