Adding lubuntu-update-notifier to the Lubuntu package set

lubuntu-update-notifier is a new package that has been added for the
focal development cycle. It is not currently added to the Lubuntu
package set, therefore I am unable to upload the latest changes to it.
Since it is to be primarily used in Lubuntu I am requesting that it is
added to the Lubuntu package set so that myself and the other Lubuntu
developers can upload changes.
