Ubuntu Budgie PackageSet application (25th March)

After discussion with sil2100 (and having read the 11th March DMB
Meeting backlog),  I intend to apply for the PackageSet permission for
Ubuntu Budgie at the next DMB meeting on the 25th March.

Note - the PackageSet needs to be refreshed from our Disco seeds so I
am also asking the DMB to-do this.
