That's not what it is (thinking that situation exists was a
misunderstanding on my part — one which I've had for years!). This is
coming from the desktop-common seed:

  https://people.canonical.com/~ubuntu-archive/seeds/platform.eoan/desktop-common

xorg is in there and it has a chain (via gnome-terminal and then some
other stuff) that ends up pulling large parts of the desktop stack into
desktop-core.

It might be right to remove the special casing of Kubuntu for other
reasons though. The effect of that would be to allow the rest of the
flavours to share packages with Kubuntu, so their developers would be
able to self-serve more of their own uploads.
