Sponsored SRUs for SRU Developer application

Hi,

I would like to apply later to become an SRU Developer, but I'd like
to ask for clarification of one of the requirements.

Does that mean that the applicant should have prepared SRUs on her/his
own and got those accepted without having to fix up things most of the
time or she/he reviewed and sponsored other people's SRUs and found to
be a reliable person to review others' work?
