Add vala-panel to the MATE package set

Hi all,

I'd like a package adding to the MATE package set:

  * `vala-panel` is a Build-Depends for vala-panel-appmenu, components of
which are shipped in Ubuntu MATE.

I co-maintain these packages in Debian and wish to sync package updates so
that `vala-panel-appmenu` and `appmenu-gtk-module` can be harmonised in
Cosmic. I've added `vala-panel` to the `supported` in the
ubuntu-mate.cosmic seed.
