Add Vagrant-related packages to ubuntu-cloud packageset

ubuntu-cloud is defined as "Packages required to create, bootstrap, use
or configure Ubuntu Cloud images and their derivatives" and vagrant was
already there, so I think it's self-evident that these are also
appropriate for the same packageset.
