PPU addition for ~mapreri

Hi DMB,

I hereby apply for PPU rights for the src:devscripts package.

I am a MOTU, and already have PPU rights for some main packages.  Since
fall last year I am the only "Uploader" for devscripts in Debian, and it
would be helpful to be able to deal with upload stuff myself in Ubuntu
as well.
