Applying for Core-Dev Permissions

Hi DMB,
hereby I request to grant me core-dev permissions.
I was working on many areas for a while now and it would help on many
things from speeding up some sponsoring to more low level work for the
server team.

I added myself to the agenda on the 14th of August as a fallback if you are
faster than expected, otherwise we will meet on the following DMB meeting
on the 28th.
