[ANN] Extra DMB meeting: Monday 12 December 1900 UTC

We didn't make quorum on Monday (5th), letting down two applicants. I
have found a quorate number of DMB members tentatively available for an
extra meeting on 12 December instead.

So we'll go ahead and attempt to get quorum at this extra meeting, which
is outside the standard cadence: Monday 12 December, 1900 UTC, for David
Mohammed and Eric Desrochers.

I believe that's Łukasz, Mathieu, Micah, Robie who have tentatively
accepted, but if anyone else can also make it, please do in case one of
the others cannot.
