I think we're aiming for something similar to the ubuntu-server package set
which is driven off the ubuntu-server seeds; we'd look to create a new seed
that encompasses the openstack packages across main and universe, and have
a uploading team with permissions to upload anything related to the seed -
like ubuntu-server-dev.
