Add livecd-rootfs to cloud-image package set

Hi,

The Cloud Image team uses Launchpad builders to build cloud image, which
uses live-build and livecd-rootfs for building images. Can live-build
and livecd-rootfs be added to the "ubuntu-cloud" package set?
