Please add php-json to the ubuntu-server package set

The ubuntu-server set is auto-generated from the seeds so assuming you
have this seeded, it'll automagically appear in your server.

However since we have a few bugs that need fixing in the updater script
and we're not confident enough to run it at this time, I've added this
package manually.

Please make sure it's properly seeded so that once we run the script, it
doesn't get pulled out of your set.
