In the meeting on 2014-02-10, this application was considered. It was
voted on and achieved: For 1, against 1, abstentions 3. Therefore it
wasn't successful.
Members of the DMB had two main concerns
- The lack (0) of endorsements.
- Technical understanding of packaging details which are relevant to
packages that upload rights were sought for. The main example cited
was:

(the `rm -f /usr/share/xsessions/xfce.desktop' line, which refers to
a file owned by another package)
While Kaj didn't make the original change, nor was he the author of
the commit contained within the upload in question, the DMB's
opinion was that understanding why this change is incorrect is a
necessary criterion for granting upload rights. Maintainer scripts
are complex in their operation and the failure modes can be
particularly unfortunate for users.
In the meeting, we decided that a simple IRC or email vote would be
sufficient to grant the requested upload rights and that Kaj need not
attend a meeting again.
We encourage Kaj to collect some endorsements from his sponsors and to
carry on with sponsored uploads for a short while. After a couple of
rounds of uploads without problems, please email the DMB again and we
will be happy to reconsider the application immediately and swiftly.
