discrepancy on time of meeting: 14:00 vs 15:00 UTC

There is a discrepancy about whether the DMB meeting is at 15:00UTC [1] 
or at 14:00 UTC [2].  Fridge [3] lists the meeting at 14:00 "GMT without 
DST", which I think equals UTC. So are the meetings at 15:00 UTC or 
14:00 UTC?
