PPU Application for Dmitry Shachnev

Hi!

I would like to apply for per-package upload rights for "retext" and
"unity-mail" packages (I'm interested in a much larger set of packages,
but I decided to start with these two).

I have not added myself to the agenda because the page is outdated.
I would prefer to meet you in the nearest 14:00 UTC session — which is
2012-11-19 according to the wiki.
