core-dev application for Stefano Rivera

Hi,

Occasionally I touch things in main, and going through the sponsorship
process is starting to get fairly irritating. I'd find it useful to be a
core-dev, and I think I'm a suitable candidate.

I have put together an application [0], that has started picked up
endorsements. Let's hope it gets a few more before the meeting. In fact,
