Per-package upload application

Hello everyone!

I'd like to apply for per-package upload rights.

I'm adding my name to the agenda for the next meeting (Jan, 30th, 
19UTC). I know that a week in advanced is required for adding 
applications to the agenda, but I confirmed in #ubuntu-devel that is ok 
for me to do it with 6 days in advance :-).

If the above is an issue, I can certainly change my application for the 
meeting after that. Let me know!
