    More generally, at the current time uploading of new sources is limited
to the MOTU and ubuntu-core-dev teams.  Dicussions long ago suggested this
was not a bug, but current opinions may differ.  For the meantime, there is
a one-time need to seek sponsorship for new packages: if approved by the
archive admins, updates to these packages should not require any action by
the DMB.
