Applying for universe contributor

Next time I will read wiki pages few times more and ask more questions.

I would like to get my Per Package Upload application reviewed at DMB
meeting. Application is here:

Only changes are s/Universe Contributor/Per Package Upload/ and list of
packages got added. Some of them (*armhf* ones) are not yet in archive
but they will be copy of *armel* ones.

I added myself to agenda of meeting.
