That's the correct way to resolve this. If an application is not definitely
decided in IRC then the remaining members should be asked to vote via email.

i.e. an application needs +4 to pass. If this is achieved in the meeting, or
if there is no way it can be achieved even if the absent members all vote +1
then it is decided.

I'll look at and vote on this application shortly. Thanks for holding the
meeting.
