    Packaging work is strongly encouraged, but if you have clearly
documented your previous concern for the software in Ubuntu, there's a
reasonable chance that you won't be blocked for lack of packaging (but
be prepared for some packaging-related questions in that case, to
demonstrate that you have the knowledge to safely upload).

    My apologies.  I thought my wording was clearer than it appears to
have been.  Meeting the *requirements* for Membership is an essential
step towards any grant of Ubuntu Developer status.  Actually having
the badge isn't important: in many cases, the DMB grants membership at
the same time as granting something else.  In your case, where the
meeting is either very early (6am) or very late (11pm), it's unlikely
to be a good use of your time to attend two separate meetings for two
separate applications if your primary motivation for Membership is as
a step towards your PPU application.
